can not conect to my minecraft server through public ip

hi im trying to setup a minecraft server i can connect thru my locale ip but not my public one it shows up like this picture i found on the web > http://i.imgur.com/XAGum.png . my port is open according to network utility on my mac my

firewall is off. i can not think of any reason it would not work. my modem is a Technicolor TG587n v3 and i'm using an a airport extreme version 7.6.4 any help would be good. sorry about my grammar
