Can not create restore point in Windows 10

Tried to create a Windows 10 restore point. It failed, claiming a "non transient error," and error 0x800423F4.

Ran scf / scannow and no errors were found.

Put the PC in safe mode with networking and in safe mode without networking and found that there was no way to create restore points in safe mode. In either version of safe mode, the restore point option did not appear in control panel.

Volume Shadow Copy service is already running and in automatic mode.

This error showed up in event viewer:

and APPID
{9CA88EE3-ACB7-47C8-AFC4-AB702511C276}
to the user khl-PC\khl SID (S-1-5-21-2578728997-788556579-3254953335-1000) from address LocalHost (Using LRPC) running in the application container Unavailable SID (Unavailable). This security permission can be modified using the Component Services administrative tool.

Using Windows 10 version 1709, build 16299.192

Try running dism:
right click start button
choose powershell (admin)
copy/paste this command into window:
Repair-WindowsImage -Online -RestoreHealth and press enter
SFC fixes system files, DISM cleans image files, re run SFC if it failed to fix all files and restart PC

In order to reduce processor demand, close all your applications, disconnect from the network, and disable any 3rd party security software running in the background. Check for unnecessary startup services and disable them.

try running ccleaner (I don't normally recommend it) as it helped one person in this thread.
