Can not get the second computer to access the interent

Hello we have two computers in the house but for some reason one of them will not connect to the internet even thou it says it is connected to the network. Is the other computer blocking it?

No way to know. Please list the network hardware you have and the way things are connected (wired, wifi, USB, etc).
