Can not install ANY versions of dot net framework on my windows 7, windows update always fails too

after a repair reinstall of windows 7 all dot net framework versions are no longer on my system. I can not even do one single update on windows update due to a 100% failure to apply and also a 100% failure to revert first time, meaning a second time to revert and over an hour wasted.

I can not install any version of dot net framework manually due to appcrash half way through, or it not even starting to install.

dot net 3.5 = extracts, but never starts installing

dot net 4.0, 4.5 & 4.6 = gets half way through the creating profile then appcrash (Error Code: 0x80070643). The microsoft dot net fixit does not help and I do not know what to do as nearly all my apps and games appcrash with no dot net frameworks installed, leaving my PC virtually inoperable.

Windows rollup udates also have a 100% faliure rate. This is a new install of window 7 pro on a new drive so I fear reformatting will not help and add the migraine of reinstalling tons of apps and 600+ games from scratch again. The repair install made things worse by removing all versions of dot net and now preventing them from installing!

I can't even try windows update for dot net as it has been hanging on "checking for updates" now for an hour and counting. I bet my teeth if I left it over night (its 7:38Pm here now) and checked it in 12 hours it will STILL be stuck "checking for updates"
I bet it's perma-hanging at 0%

Solution (Well Sort of): I did a clean install of win 7 on a brand new Kingston HyperX Fury SSD installed my mobo drivers and used the WSUS Offline installer to get all the updates in one go (Selecting X64, VC and .NET, Security Essentials, Defender Definition updates & Service pack and selecting "Reboot and recall" and let it do it's thing, then I installed my GPU and Sound card drivers (Nvidia drivers need .NET on first or they will fail to install and on reboot I would get a cascade of "Access Violation" (0xc00000005) errors on all .exe's, leading to another reinstall of windows). Then I went to adding the Take Ownership option to my explorer right click menu with the .REG file I downloaded and removed that pesky DEP completely with...

I also turned of UAC (don't do that unless you are sure you need to!) I did it as I was sick and tired of having to confirm every single program and game I ran!
