Can not open Blogger.com Website(Homepage)

Please Help Me..I can't open http://www.blogger.com/ website?
A. When I try to open this site thru Internet Explorer it says..cant display the webpage.
I tried to diagnose the problems:
It is saying:
Your computer appers to be correctly configured,but the device or resource(www.blogger.com)

is not responding.

B. I also tried so many times thru Google Chrome-
It says Oops! Google Chrome could not connect to www.blogger.com.
I dont know why this is happening sometimes
(it was not opened last months for 6-7 days,this month also it has been hapening regularly..)

FOR YOUR KIND INFORMATION:

1. I regularly delete all the internet cache,cookies..etc..
2.ONLY I CAN'T OPEN THE HOMEPAGE OF http://www.blogger.com
(not other pages like http://123xyz.blogspot.com/,abc.blogspot.com...etc..these pagesALL..i can

open EXCEPT blogger HOMEPAGE )
3.I also contacted My internet provider they said it is not our problem may be the said site is

corrupted or it is under maintennace..)
4.I also flushed DNS Caches by command prompt(syntax-ipconfig /flushdns)
5.THis website SOMETIMES OPEN WITHOUT NO PROBLEM and sometimes I have to wait

so many hors or so many days..I m very frustrated..please help..

You may have accidentally added it to your Restricted Sites zone in IE>Tools>Security settings. Check that list and remove it if it's there and add it to the Trusted Zone. To do that, untick the requirement for https sites only.

You just need to be patient even yahoo.com can loss connection, like your ISP have told you they (http://www.blogger.com) might be under maintenance or having problems with their server.

ys trusted zone asking to write prefix only https:// NOT http//
but i think blogger.com only have http:// prefix,I THINK..

No..this page i can open it by other computer with SAME ISP(our neighbour's)
but why SOMETIMES only in my computer(internet connection)having this problem,idont know

You can untick that requirement for only using https at the bottom of the form where you enter the name. It's a mystery why it works for you sometimes and not others though. did you ping the server to see if its up and running? go to cmd use the ping command

The syntax is simply ping blogger.com after which you hit Enter.
