Can not open new and old programs (some open but not new ones)

I've downloaded some software that will help me migrate all my current data to a new hard drive. but i try open it and the error message ...
Windows cannon find 'C:\user\Myname\Downloads\backupper.exe' Make sure you've typed the name correctly, then try again. this comes up even though i have full permission to open the file as well as the file being in that exact location.
( I did change something in the registry to make programs install to a new hard drive a few days ago but I cant open the registry now to try change it back to see if that was the problem.) now im not sure what to do to open and install new programs, any ideas are muchely appreciated. I Changed ProgramFilesDir and ProgramFilesDir (x86) from C:\Program files to D:\Program files for both of them, i just changed the drive letter

and now you can't open regedit?

Looks like you may have screwed up the registry - that's where Windows gets file-paths from, amongst other things that the registry does.

If you didn't back up the registry before messing with it, you may have to reinstall Windows to rectify the situation.
