Can not set right CL timings from XMP (Ryzen 2600 + HyperX + Aorus B450M)

I have a DDR4 kit of two HyperX 8GB modules. The exact model is hx426c15fbk2/16. In the memory specs it says that the CL is 15 in one of the JEDEC profiles and in the XMP profile. I have tried different approaches - setting the XMP profile or configuring the timings manually but when I boot Windows the CL is 16 (checked in CPUZ and Ryzen Master). I also tried to set the timings from Ryzen Master and there was no effect either. Any suggestions?

My MB is Aorus B450M and the CPU is Ryzen 5 2600.
 
Yes, I am with the latest F2 bios and tried setting the voltage to 1.35 with no effect. Can I be sure that CPUZ is reporting the CL correctly?

EDIT: Things are getting even more interesting. I tried using Ryzen Master to change RAM timings and again setting CL at 15 does not work. I was curious if my changes are doing anything at all so I set the CL to 17 just to check if it changes the value and the value changed to 18 :ouch: So I had one more idea - I set the CL to 14 and guess what, it worked. Does anybody have an idea why 15 is not working and is it safe to use the memory at CL 14 if it is stable. Will it become more hot or something?
