Can not view available wireless connections however, computer automatically connects to remembered access points

I have Windows 8 and I am trying to find out how to view the available wifi spots. I used to be able to click the 5 ascending bars at the bottom right of the screen and the blue colored column of wifi spots would appear, but that is no longer functioning when I click it. How can I fix this or is there another way to view wifi spots. Also, the 5 ascending bars appear as if I have no internet connection, however I am connected at this very moment. In your control panel, click on the Network and sharing center. On the left hand side, click on adapter settings, and there should be a box to click if you want to display the icon at all times. Additionally, you should be able to view the available wireless connections from this menu.

Are you using the built in windows wifi manager or a 3rd party one? it sounds like this may have switched? there should be an option somewhere "let windows manage my wifi" or similar.
