I've heard that the gtx 960, even when is an sli configuration, still can't use more than 2gb of ram on the gpu's. If this is so, is it actually worth putting 2 together?
Any dual card configuration mirrors the available memory, so two 2GB cards is 2GB available memory.
I would suggest getting a single better card instead of SLI midrange cards, especially SLI off the bat.

The same thing applies to any cards in SLI or Crossfire, each card needs the same copy of the data in the memory, no matter how many cards you add to the setup you effectively only have 'access' to the amount of ram on a single card, or the card with the lowest amount of memory.
If you already own a 960 then adding a second one will be perfectly fine for 1080p gaming, anything higher you might run into memory issues.
If you don't already own one then buying a single 970 or 980 would be a better option.
