Question can only access USB CD-ROM when in safe mode

I know there is something in my win 10 OS that is preventing me form accessing my new ASUS USB CD-R/W but I need help figuring out what it is. I can access the CD-ROM Drive when I restart my Win 10 in safe mode, but when I run in normal mode, I get the "access denied" from windows explorer. I set all group policy to disable any permission that is denied to my CD but that did not help. Any idea would be appreciated.

are you using any anti virus software?

Which asus cdr/w model is it?

check privacy settings

check if media player or 3rd party apps can access it
Thanks for the reply, 1. I am using anti virus (Malwarebyte), but the issue persist even when I disabled it. 2. I have the SDRW-08D2S-U (Taken from my VID in the device manager) 3. all privacy setting are set to off" 4. I uninstalled any software that may have emulated CD, issue persists.
If I go to disk manager (not device manager) I can reassigns letter (did not help) but I can also open the disk using "eject", but when I try to eject form Windows explorer I get an error "access denied"

I am just trying to access it. I can access it as an admin. there is something wrong with the user account I am using. Even though it its set as admin, I get the following when I try to see the CD Drive security permission "Unable to display current owner" then when I try to change the owner I get this error "Can't open access control editor. Unable to perform a security operation on an object that has no associated security"
I tried resetting the security permissions on the User (which again, is set to have admin access) but that did not fix the issue. If I enable the built in Admin win 10 has, then switch to it, I can access the CD drive with no issue... this is so frustrating because I don't want to re create the user account. it has 100s of links and settings I don't want to loss.
 
Just a thought: from the This PC screen, right click and select the Give Access to and Advanced Sharing options; then click the Advanced Sharing button and the Permissions button there. Then try checking all of the Allow buttons and OK your way out of there. You could also try disabling Password Protected Sharing in the Advanced Network Settings > Advanced Sharing Settings menu. And you could check to see if you have the latest Microsoft driver version 10.0.22621.1 which actually hasn't changed since 6/21/2006. As a last resort you could uninstall it in the Device Manager app, reboot and see if Windows reinstalls it.

Thanks for the suggestion and for trying to help. it's very much appreciated. I tired to add share using the steps you mentioned, I was able to update the permissions to include everyone and the icon now change to show it is shared, but I still get the "Access denied" when trying to access the content of the CD that is in the drive (I can access them when in the Admin account). it seems that the issue is the object permission on the OS side. somehow the object the drive is enumerating as has incorrect permissions. As for removing and reinstalling the device, it was the first thing I did when trying to troubleshoot this. I uninstalled any CD drives as well as any AHCI (Under IDE) in device manager, restarted the PC waited for the OS to reinstall and initialize the drivers then and got the same error. I also re assigned the letter of the drive multiple times with the same results.
Last - I downloaded and installed the latest MS SDK (10.0.26100.1742) and WDK (10.0.26100.2454), removed the CD drive, restarted the PC and got the same error :(
