Can only connect to Google and Facebook

My laptop is only connecting to google sites(gmail, youtube, etc) and facebook. Tried getting around it by connecting my phone with usb and tethering. It worked for a few days but now i'm getting the same issue with my phone. I've tried every solution I can find online. Please help this has been happening for a week!
 


Right Click Start button and click on Command Prompt(regular or Admin is okay). Type ipconfig /flushdns and tap enter. Type Exit and tap enter.

It shouwed "request timed out" four time and then it showed this: Packets: Sent= 4, Received = 0, Lost = 4 (100% lost)
 
I think it might have to do with ipv6 and ipv4. Google websites use ipv6. Go to control panel, network and sharing settings. Go to adapter settings on the top left and right click your WiFi/ Ethernet adapter and click properties. See if ipv4 is checked.
 



That was one of the solutions I tried in the past. I just tried it again following your instructions and it's still not working.

Also un-check ipv6 for testing purposes. After that try and ping www.google.com and see if there is a ip adress. (Example- 182.172.28.9)
 


Same result as the last ping: 4 packets lost
 
Have you tried a Network reset?

FIRST you need to download the appropriate Network(aka ethernet or internet) driver. Google your motherboard and visit its driver download page.

You then right-click Start, click Network Connections, click Network Reset. Allow it to do its thing. Reboot when you're done.
 



It tried to update drivers and it said I already had the best drivers installed. After doing a network reset, I'm still getting the same issue.
 


Ran tracert and got this:

Wait one... And your phone? This may not be a Windows issue. Have you contacted your ISP? Might try that first.
 


It didn't start with my phone until after I had tethered the wifi connection to my laptop through usb for a few days. I assume that's why it started with my phone.
 


Ok so after doing a windows reset I am still having this issue. Could it be a problem with the ISP? I was able to fix the problem on my android phone by doing a network reset.
