Can PC specs affect your ping?

I have a pretty bad pc and my ping is about 15-50 sometimes while not playing any games. I check on pingtest.net But when I play minecraft I usually can get 20-300 ping. Since I play on a PVP server I usually run around chasing people and I need to get really close to them in over to hit them. Ive seen videos on youtube and when they are like 3 blocks behind someone they can still hit them and when i try I cant. I literally have to almost be inside a playing when running to be able to hit them. Thanks :)

high ping can cause lag yes. This is not because of your pc , its likely to be a internet/server issue .
Like if you share a connection or other people in that server have high pings or bad service in your area.
Also the distance from you to the server you join, father away , the higher the ping. Also if there is a lot
of players in that server the extra load will cause high ping. If you have unsecured wireless router or modem
that would allow random people in your area to connect and slow down your internet.

Compare a server close to you vs one far away and see the difference
