I got it from here. Note there's less of a hit at 4k and dropping from 3.0 to 2.0 is only 1%. Any slower card will have even less impact from a slow PCIe bus.

Remember folks, the only thing that should be moving across PCIe are the instructions. If you run out of VRAM and start transferring textures over PCIe to system memory, then performance will drop >90% and it doesn't matter how fast the PCIe bus is!
It sure can, by about 5%. 980 is around as fast as 1070:

3.0: 3 is the fastest with no performance loss

2.0: If a 3.0 pci express gpu is put into a 2.0 very little performance loss, 2.0 does go into 3 (so does 1)

1.1: if a 2.0 or a 3.0 gpu is put here, with 2.0 it is little performance loss, and 3 is big noticeable loss
