Can ping but not browse by name or ip

Hello everybody,

I have a network problem on my win10 laptop. I can't browse almost all website on any browser I have.
I had CyberGhost6 (vpn program) installed, and one day I couldn't browse internet without it being run. Maybe I had shutdown the pc with it running resulting in some settings being corrupted. I tried starting a session then terminating it properly, but that solved nothing. I tried uninstalling and reinstalling CyberGhost6 several times and trying some of the solutions that will be mentioned below, still no success. Now it is uninstalled, and I am planning to solve this problem without resolving to resetting my windows as I have my midterms coming near and I use a lot of my installed programs.

Note that I can ping the website using either ip or name and get a proper response (no timeouts).
I tried to tracert google.com, it was successful on the 13th hop (as I recall) and had 2 or 3 timeouts.

What I have tried so far:

- use all sorts of flshdns commands and scripts I found as solutions.
- all netsh commands (resetting tcp/ip and what not)
- disabled all proxy settings (none where existent though)
- tried using automatic dns settings, Google public dns, and OpenDns
- checked hosts file
- disabled firewalls (only windows firewall though)
- scanned with MalwarebyteAntimalware, nothing was found

and some other stuff I found online and can't remember now.

It goes without saying that this problem is limited only to my laptop, as I am typing this on my brother's laptop. Hence, not an ISP problem.

If I install CyberGhost6 now, and run the service, I would be able to browse normally again. However, life with a vpn isn't actually great: no full speed, ping would be higher in games (depending on your luck with the country you are routed to), and there is a wait to get the free service.

Any help would be appreciated, I've been at it for the past 2 days and still can't find a solution.

Edit: Forgot to mention that I tried uninstalling then reinstalling network adapter driver and it did't work. Also entering safe mode with networking allows me access to all websites normally. I also recall I had this problem couple of months ago, solved it by adding a rule to the firewall of some sort (adding a port I think), however I can't recall where I found it and what it was actually.
 
It looks like you tried everything possible. You did the winsock reset right?

netsh winsock reset
netsh int ip4 reset
ipconfig /release
ipconfig /renew

You checked the proxy settings in internet options right? Host file in the etc folder is blank right?

Try uninstalling your NIC drivers and reinstalling them.

Obviously try all these things after you uninstall that software properly.

Unfortunately, I did try what you said (check my late update XD), both netsh and driver re-install.
However, I will retry uninstalling the driver. I will keep this post updated as much as possible.

If you mean the proxy option found in Internet Options => Connections => LAN settings, then it is already unchecked a I mentioned in the post.
If you know of other existing proxy options please do tell me how to disable or revert them.

Apparently windows 10 has several proxy options: ones in Internet Options, and ones in Settings => Network & Internet => Proxy
I feel so dumb after solving this with 2 clicks of a button 😛
