can power supply cause low performance?

here, i know this have been answered a good amount of times but one is saying no the other one is saying yes etc there's never any clear answer so here, my graphic card and cpu etc used to benchmark like 45.6% something like that than a few weeks ago i started having some power supply issues like my power supply would turn off randomly and things like that and i ran a benchmark a few days ago and my benchmark score is down to 34% witch might seem not that much but i have around 80 fps less in some games so here i'm asking it again can my power supply under performing cause my lost of fps or performances in general and if i change my power supply will my pc perform normally again? thanks.
 
No idea of your system but an underperforming PSU will give you worse FPS I just bought a EVGA G3 with 7year garentee

I would recommend an EVGA SuperNova Gold G2 / or new G3 /GS / GQ, Platinum P2 / PS, or Titanium T2 or a Seasonic M12-II Evo or S12-II

GOOD PSU EVGA is a B2, G2, G3, P2, GS, PS, or T2. Avoid the EVGA B1 and G1 series
