can product key thats on my laptop be used on a new formatted disc if i install it

can i put a new formatted hard drive in my laptop and use the old product key that came with it no discs thanks

How would you install without disks? If the existing system is in good condition, you can clone it on to a new disk using something like Acronis True Image. If the system has faults, they would transfer because a clone is exactly what it says it is. It is also true, however, is that Vista has had its day - if it ever had one - so it might be better to buy an upgrade version of Windows 7 or 8.
