Can programming be learned and used in a tablet with is windows

I want to learn programming and create programs can I do it on tablet with OS windows . Can I learn all types of coding from it like C++, java , python ...etc from it . Not only that can I use programs on that . Or I need to bring a laptop of high grades . If so recommend me a tablet if tablet is not going to work then a laptop

You can run light and small programs, but you will find it really slow to compile large programs/long codes. Just get a laptop with multi-cores>4/hyper threading/ 16 gb ram.
