However, if you mean will having a 1200 watt power supply in a system that only requires a 450 watt power supply, then (all else being the same), no. The system will only draw as much power as it requires and no more.

"can psu damage computer parts?" Yes a low quality PSU can damage other hardware. "if the psu has too much power, can this be a bad thing?" no the PSU will only output what the system needs. So if you have a 750w PSU and the system is only needing 250w to run the PSU will only output 250w.
