Can PSU start on empty motherboard?

Can the psu start on an empty motherboard? When I say empty I mean there is no cpu or ram connected

Google a paperclip test if you just wish to see if the power supply will turn on.

I was trying to see if it would work. My cpu, ram and ssd are still being delivered so I installed the motherboard and psu and connected all the case switches but when I pressed the power button nothing happended, no fans spinning or anything, but when I did the paperclip test with the psu it worked fine. So I was wondering if I needed the cpu and ram to test or is my board dead already.

Dont do that you trying to chance messing stuff up before its even built.
I can see your next post now I tried to update my BIOS and bricked my board.

No.

With no CPU/Ram in the baord the motherboard will abort the startup sequence before telling the PSU to turn on.

As Zerk said, stop trying to mess with things before they are ready you are just asking to accidently damage something.
