But, if your motherboard has DC fan control, then motherboard can control the speed by adjusting the voltage. If your motherboard don't have that feature, then you need to get yourself some fan speed reducer adapters, which essentially reduced the supplied voltage.
If your motherboard is fairly new, then it should have the feature either via bios or from the motherboard manufacturer website via their software package (usually it's one of the features in a software, you might not see a dedicated software for fan control, so dig around and read its description).
