No, it can't. It is at best a mid-level card, allowing high settings on 1080p at 60 fps. But all games (playable) on ultra would be very hard for this card.

Agree.
It's a good, solid performer for the money though - especially as it sports 4GB vram.
But if you want to hit 60 fps in ANY 2015 game @ 1080p, then many of those settings will need to be dialled down to High (or whatever).
You might be able to achieve 'custom' settings with a mix of High/Ultra, but that really depends on what game we're talking about.
A GTX 950 is a bit better in terms of raw GPU performance, but it only has 2GB vram. Some of the latest games in 2016 are begining to require >2GB so the R7 370 4GB has the edge there.
To give you some idea of what gives you that constant 60 fps in 2015 games @ 1080p Ultra, I have an R9 380X (OC-ed) and this can just about manage it.
Even then, on certain games such as The Witcher 3, I need to adjust some settings down to avoid occasional frame drops. It even gets the odd drop on BF4 when somebody sets off about 8 smoke grenades at once on Locker or Metro!!
To be 110% certain of 60 fps 'locked' @ 1080p Ultra on everything from 2015, you probably need almost a GTX 970 (or close to it). There will always be a few titles out there that will cause a card to struggle at some point in the game even when it has most titles licked.
