If by hz you mean frames (which I am certain you do in this case), then the answer is yes but only at lowest settings. You would be better off with a decent monitor at 60hz and a 280x/780
It can produce more than 60 frames, however not many of the late/new title games will run in Ultra, 1080p at 60fps on this card(let alone 30~fps). Keep in mind, Humans can only see 30Fps(ish) so it shouldn't matter that much.
I'm up to 74hz on an Asus P2770HD and it works great; will push higher with further testing. For BF4 I just make sure the low FPS is above 74 (not a problem with 280x on my pc). The game runs much smoother, and the graphics quality is much improved.
Read the instructions carefully, and if your monitor can support the higher resolutions, the difference compared to 60hz is astounding.
