Can Radeon 6950 2GB Max Out any New Game for next Two years??

If you mean 1900*1080, then it should probably be able, but with limited AA.

Yeah, you should be able to, you can always search around for whatever game you wan to buy a your Video card on YouTube if you are in doubt.

EDIT: Also, you can flash the BIOS to a HD 6970 to unlock the extra shaders.
