Getting it cooler can increase performance slighly (5%) unless you cool everything on it (10-15% if you're lucky). I remember a friend using high-quality thermal pads on different parts not touching the heatsink. After the mod, his clocks got very consistent.
Temps determine overclock It's tricky as NOT ALL parts touches the cooler and sometimes you're not blocked by chip, but VRM.
