Can S.M.A.R.T data be reset when HDD are re-certified?

Hello. I bought a 'used' 2TB WD Caviar Black HDD on Amazon for $60. It said it was factory re-certified and came with a one year warranty. It was all packaged nicely and looked like it was in great condition. I used 3 different Hard Drive Health programs and they call came up zero for everything, essentially calling it brand new.

Is it actually brand new or can companies wipe drive usage data?

They can and do wipe the old smart. They need to warranty it so it needs to be at 0's to begin with otherwise you would just return it, like if you saw 30 failed sectors, right?
