Can see a SSID with no Security Key, cant connect

Question Folks, place I work I have usually connected to a neighbors WI-Fi for my email needs. Lately I can see the connection, strong signal but can not connect. There is no WPA, etc key required. I have tried 100 times, rebooted and all but still cant connect. Did they MAC filter me or what? Why wouldn't they just require a key as opposed to MAC filter?

Most likely you're right to assume that you've been filtered out (or not filtered in, depending on what router they have).
