Can slightly loose cpu fan cause my computer to freeze?

Meaning, if the heatsink isn't seated completely on the CPU? Absolutely.

Or, if the fan is wobbly, but the cooler is firmly attached? Possibly, if the fan is failing.

Please provide more info.

Cooler was not attached tightly. I could move the fan up and down about 1/2 inch. The Fan wasn't clipped all the way. I clipped it and secured the fan to the CPU. I downloaded Core Temp and both of my cores are running a little hot I think 50-70 C. Should I re apply the thermal paste?

Reapplying thermal paste and using a good one is always recommended.
