So i didn't calculate all this but whatever here it is:
CPU: Intel Core i7 8700K
MoBo: Any Z370 with reasonably big radiators, at least 4 SATA ports, 4 RAM slots
RAM: 2x8GB, any manufacturer, at least 3000MHz with CL16 (could look for 15 or 14) with radiators on it
GPU: RTX 2060 Super or 2070 whichever will fit in your budget
SSD: If you want an hdd too then take a 480GB model, but if you don't want one then take a 960GB, BUT leave the M.2 slot open because those are still expensive and prices are still falling
PSU: Here are some manufacturers I can recommend: Corsair(but they overprice everything), Chieftec, Deepcool, Cougar, EVGA(best ones), be quiet!, (if you run a tight budget and read this FSP is a good manufacturer to choose, it's cheap and safe), take a 650-700W power supply with room for upgrade, semi modular or even fully modular if possible, active PFC
Case: Personal choice, but it needs to have the PSU one the lower side to have better airflow
CPU FAN: A 120-150W Deepcool Fan is going to be a good choice
Fans: 3 120mm fans 1 on the back and 2 on the top

I'd reccomd a RX 5700 tx over the rtx 2080 super as it is just as powerful but at a lower price is lots of countries. However both cards do have their weakness. The RX 5700 tx has trouble rendering high res lighting effects, and the rtx 2080 has trouble rendering multiple shadows/shading on objects, but it will look better than the RX 5700 tx.

Neither of us recommended a 2080 SUPER but i think there is a typo in there since yes an RX 5700XT has better value than 2070 but it got some mixed reviews on the market and most reference cards have only one fan which from my perspective is horrible for a GPU that needs 300W
