[SOLVED] Can somebody explain to me?

So my i7-4790k has a base freq of 4.00 GHz and Turbo Boost freq of 4.4 GHz.
Can somebody say to me why if i have it set from the power plan in windows to balanced mode it goes under 4.00 Ghz in Idle.
But when i have it on Performance mode it goes at 4.4 GHz even in idle.
What i try to say that it nevers hits that 4.00 GHz base freq and stay there.
Is it normal?

That's energy saving for you. Performance just maxes out everything at all times regardless of it being needed.

Sounds OK to me.
Balanced mode allows Intel power saving features like speed step to lower the power usage.

You don't want it to if there is nothing happening. You want it to slow down and save power and heat.

Look at the "?" next to the base frequency to get the definition. That should help explain.

It should fall much more if properly set, some cores should even go to sleep and show 0GHz.

No, should go to about 800Mhz.
