Can someone build me a fast, quiet PC?

Can somebody please suggest the parts for a near silent but fast pc. This is meant for home and work use and VERY light gaming so a GPU like a 7770 will suffice. The budget is $1500 Including monitor and all other periferals but obviously not all that needs to be used up. It would be nice if it was in a sleek looking case since it will be on the desk in the living room. Also I intend for this build to last a long time so quality components like the PSU is paramount.
