Can someone help me please

My temps on idle are really good (30-32) but the fan speed stays really high 40% and the core clock and memory clock dont go back to normal they just stay boosted the memory clock stays at 3000 like i overclocked it and the core clock stays at 1058 and it goes up to 1401 when i play a game, now i know that when im not gaming they should be at 135 and 400 and the fan speed should be at like 25-30% so i think i dont have the right bios or i need to update the bios? could someone help me out? i have a gygabyte gtx 750 ti windforce oc card and a gygabyte h97 hd3 motherboard.
