Question Can someone help me port forward?

I've spent the past 5 hours trying to learn how to port forward, and while I do everything in the 3 different guides I've tried, the port never opens.

Have you consulted the manual?

If so, what steps have you tried (by page number)?
I haven't consulted a manual before as I don't have the manual, and I honestly didn't think to look one up. -10 points for lack of commonsense.
I'll take a look in the morning.

Be aware some of the these NVG510... are locked by ISP to prevent you from doing certain things, either the menu item is completely disabled, or can't save settings.
I don't think mine is locked? I've set up the port forward several times and the settings saved, it just doesn't actually open.

So after looking through the manual and trying things out, I can confirm that I've tried opening a port through the instructions on 53-55, and without changing those setting back to default I have also tried 58-59, but the port remains closed. I'm starting to think it may be my firewall that is an issue, but I'm unsure.

Update: When my firewall is off, the port is open. I have set up an inbound and outbound rule to allow the port to be open, but it's still closed when my firewall is on.
