Can someone help me with Windows 8.1 Pro for Students?

I've been looking all over for an answer and can't seem to find one. I need to know that if I make a Bootable USB drive of Windows 8.1 Pro for Students can I use this as a clean install? Or will I need to have an already existing version of Windows running on my PC before adding it? Can I just use this version to clean install onto the PC I plan to build or am I S.O.L?
