Hello i need a good and cheap graphics card that will allow me to stream ect my motherboard is a acer if you need anymore info let me know

the reason I recommend a new power supply is not because of the wattage but because of the quality as you can see from this article http://www.tomshardware.com/reviews/low-cost-psu-pc-power-supply,2862-5.html
If you are willing to spend an extra (114.99 USD) 14 dollars over your budget for the r7 260x then you will be able a lot of games on ultra and high at around 30-40 fps the only games where you might have to drop to medium or low is newer ones like crysis 3, watch dogs etc.
for the power supply I recommend this its a rosewill green series 430 watt now its only 130 watts more than your psu but it is of much higher quality

the 64bit version is better because the 128 bit has a less powerful gpu

gt 730 with 64 bit memory bus has 384 CUDA cores

gt 730 with 128 bit memory bus has 90 CUDA cores

if you want to spend 95 dollars ther7 250x is your best bet but I recommend the gt 730 because of the much lower power requirements since the psu on your desktop is very low end and only 300 watts, if you want more performance there is a gt730 with a 128bit bus and 384 cuda cores for 79.99

Yep the i5 2320 single core performance is better than an amd fx 6300 and the multicore performance is about the same for both chips and many people use the amd fx 6300 for streaming

Short answer yes it still a very relevant and capable cpu

Okay, i could spend probably around 100 On the GPU, and would like to handle games like this (WHILE) Streaming.

League Of legends
CS:GO
GarrysMod
ect

As of now I lag while streaming them super bad.

and for the power supply i could probably spend 30-40.

but that's about as far as my budget goes At the Moment Unfortunately.

and would be nice "IF" possible to handle games like
bf4 on low settings maybe even medium
as well as dayZ ect .

as shown by oc3d you can get away with high quality lower wattage power supply but as shown by toms hardware it is harder to get away with a lower quality high wattage psu
