The CX450 at 3,400 RS is my recommendation.
While half the price of that M12ii 520, it is also considerably better quality.

I couldn't find any reliable reviews for the Circle PSU you linked.
A general rule of thumb, especially with not so reputable brands, a PSU is bad until proven otherwise.
The given specs only support that: ATX 2.31 as opposed to 2.4, no OTP, sleeve bearing fan.

Also, choosing power supplies by brand won't get you far. Every brand has its lemons, and you'll be missing out on better options other brands.

SMPS (Switch Mode Power Supply) = PSU (Power Supply Unit)
