i didnt want to go over 800 for sure so that's how i managed to get the cost down. Apparently it makes little difference and this one even overclocks better but i don't know for sure.
I will be able to overclock with this build am i right ??

Good build. If I were you, I would probably take a last gen motherboard (z97 rather than z77) and maybe wait for processor 4690k to come out in 3 days... But for the rest, you are fine, I think!

If I were you (but I'm not, lucky you!), I would put a bit more money for a more silent cooler: Noctua NH-U12P fits your case, and a more efficient (gold-rated?) PSU...

The new cpu will cost about $30-$40 more. Not to mention the Z97 motherboard you will have to get which will also cost more.

Actually, yes, it will cost more, but will provide what it is worth in terms of additional power...
Nothing I recommended is a "must have". If I were you, I'd try to have a very modern board, even if I can only afford something like a 4440, I would be able to change to a broadwell i7 at a later date without changing OS and Motherboard, making the built more future-proof.

But your built makes perfectly sense as is, only it will be pretty maxed out already and not really futureproof...
