Can someone make a PC build that costs around $350 on Amazon ?

I need a cheap PC that can play casual games such as team fortress 2 and counter strike go at 720p. The reason why I can only go for a PC that costs $350 is my location. I live on Guam and shipping here is very expensive
Also the PC parts here are way over priced so Amazon is the only place I can buy parts.
