Question can someone please help me with this nightmare of a problem.

I've been having this bad lagging issue for while now, It was thing on MW2019, but ever since I capped my FPS to 144 it hasn't been as bad.
now on this game MW2 its beyond awful its almost every game Im getting this lag
I have 1000 down and 200 up and I'm currently hardwire, I thought maybe its a cooling issues but that's doesn't seem to be the case
any help with this nightmare of an issues would be gladly appreciated I feel so lost now I felt like I've done everything and I almost feel like I'm the only one with this problem

Specs:

Processor i7 10700kf 10th gen (I believe)
GPU Nvida RTX 2070 SUPER
Mobo MSI Z490
Ram 16gb (not sure what brand tbh sorry same as PSU pretty sure that its 650-750 if that helps)

Can you run userbenchmark and share the public link to the results. It might help point if any hardware might be causing your lag.

I will say I have noticed MW2 having an occasional stutter and my system shouldn’t have any issues. I don’t get stutter in any other games so suspect MW2 may need an update to improve performance. However this is nowhere near as bad as what was in your video.

Is the game installed on a HDD or SSD?
 
Well its not only just that game, honestly anything really demanding seems to draw this issue out. for example I can play valorant no issues and yes the game is on my ssd, it doesnt matter where its installed its still does this.


But I hope this helps again I'm beyond lost and ready to sell my PC if this issue can't be resolved.
