You realize a OS will run you $55 for just a key and $90 for Disks and Key? Your asking to build a "fast" Pc for a budget of $195 or less? You can find used PC's that are still okay for light to medium gaming and common tasks for around that price range, check Craigslist in your Area.

Do you have any parts to start with?

$12 outside you budget but close enough, you could sub a A6 dual core CPU and get it in budget but these little A8's and A10's quads are so much nicer.

Ubuntu http://www.ubuntu.com/ is a great Windows alternative for everyday use if you want something with more native apps then Linuxlite http://www.linuxliteos.com/ installs with many other commonly used apps as well as being very lightweight, fast and runs on 10 year old machines very well. Everything you will need is in the repository for free to download on either version.

This has upgrade potential that makes it something you could sell later for more than you pay to build.
