I am wondering if this setup can run any game on ultra, this will be on Windows 8.1

CPU: Intel Core i7 4770K Quad Core Motherboard: MSI Z87-G45-GAMING ATX Motherboard

RAM: 16GB (2x8) 2800Mhz G.Skill Storage: Samsung 840 EVO 1TB 2.5-inch

GPU: Asus GeForce GTX Titan Black 6GB GDDR5 Graphics Card

PSU: Corsair 80 Plus Gold 650W ATX/EPS Fully Modular Power Supply Unit

Case: Cooler Master HAF X ATX case

Mouse: Cyborg M.M.O 7 Gaming Mouse Keyboard: Logitech G510s Gaming Keyboard

PC Monitor: Asus VN247H 23.6-inch Widescreen LED Multimedia Monitor

16GB of 2800 RAM is overkill.

8GB (2x4) of low latency DDR3 1600 or 1866 will be plenty for gaming.

Instead, I recommend you take the money you save on RAM, get a decent cooler, and give the CPU a moderate overclocking. You'll be much happier with the results.

CPU: Intel Core i7 4770K Quad Core Core i5 would save you $100 and perform the same.

Motherboard: MSI Z87-G45-GAMING ATX Motherboard Good

RAM: 16GB (2x8) 2800Mhz G.Skill EXTREME overkill. Will see 0-1 FPS improvement over 8GB 1600MHz RAM

Storage: Samsung 840 EVO 1TB 2.5-inch SSD mass storage is way too expensive, but whatever lol

GPU: Asus GeForce GTX Titan Black 6GB GDDR5 Graphics Card Waste of money. 780/290(x) is plenty, and will be half the cost.

PSU: Corsair 80 Plus Gold 650W ATX/EPS Fully Modular Power Supply Unit Good

Case: Cooler Master HAF X ATX case Good

Mouse: Cyborg M.M.O 7 Gaming Mouse Keyboard: Logitech G510s Gaming Keyboard Good

No problem :) just don't want to see someone waste money when there won't be a noticeable benefit.

I would personally drop to the i5, get a couple of R9 290x's, get a 256GB SSD + 1TB HDD, go with 8GB of RAM, and use the money leftover to get 3 1080p monitors and a 1000w EVGA SuperNOVA G2 power supply and game at max settings at 1080p for the same price if not a little cheaper than the original build :)
