Those look like resistors. Though, if you are asking what that part of the MoBo is responsible for, that we don't know, since none of the MoBo schematics are public. Those are trade secrets and only Gigabyte knows it. So, might want to ask it from them.

They are transistors...the three leads on each package is the giveaway. There probably are some chip resistors mixed in with them though, used for biasing the transistors.

Hard to tell the purpose but they're possibly drivers for fan speed control or something similar. If you zoom in really close...bright light, magnifier...you might could make out some numbers on the transistors at least.
