Can someone tell me what CL is this Ram memory plate by the plate description

Hi is there possibility to tell what CL is this ram plate and if possible to tell if its older or newer version of DD3 rams.

And can a memory with CL 11 to be mixed with CL9, I want to add on H77M mobo, dual slot
1x 8gb ram of 1600mhz and it's possible to be CL11 i am not sure it is the plate on the picture
to be mixed with CL9 1x 4Gb of 1333mhz will they be work fine do i need to do something both are 1.5V I believe. I am running now on 2x 4Gb Transcend plates on 1333mhz 9-9-9-24 1T - PCE-10700 bandwidth. So I want to add that one on the picture with one of the 4Gb so I can gain 12Gb
So is this possible to be done or ? Thanks. I am on i5-2320 Cpu 2gen, win 10, 64bit.SSD and HDD
GTX 960 2 GB if I fail to mention something please tell me I will provide any additional information if i have.Thanks

By the sticker it seems that particular stick is rated at DDR3-1600 CL9 unbuffered non ECC.
It even tells how the memory chips are organized: 2 ranks of 8 chips each.

You should never mix ram with different "Latency speeds"
 


Will that be harmful in any way to add CL 11 and CL9 and set them in bios on CL9 both and the speed will be caped at 1333mhz cuz of my 2nd gen Cpu
