Can someone tell me what's going on here?

The game is Wolfenstein 2: The New Colossus. It runs fine but every few seconds the game stutters. The performance metrics are confusing me as to what the issue is. Why does the CPU response time just shoot up and then go back to normal?

i5-6500 @ 3.60 GHz

I forgot to mention that this is happening on the main menu even before I load a save. Changing the graphics settings doesn't fix this as far as I can tell even if I get the game to run at 700 FPS
