ESD safe here means that it meet all ANSI/BIFMA and Federal GSA standards. I don't think it means completely ESD safe.
Also it's a workbench, and will be hit, scratches, moved, and abused. How long before it no longer actually meets ANSI/BIFMA and Federal GSA standards

Oh Well, I haven't scratched it or abused it yet, yet.
It more of a Test Bench
