Can the fan turn on without CPU?

Hello,
I have an MSI B150 Pc mate, multiple fans, and a power supply. I think I have made all the connections, but I'm not sure. I am trying to get at least a fan to turn on and I'll call it a success. I have no CPU, Ram, Third Party Graphics, or hard drive. I have connected JPW1, JPW2, SysFan2,SysFan3,JAUD1,JUSB1,JUSB2, 1 Sata connector that goes to a DVD/RW, all the JFP1 components except the -PWRLed+, the powersupply into the wall. Any help? I have tried multiple times turning it on & off. I can't connect the PWRLED plus and minus because my connector has 3 squares, but one prong on each far side. I can't get any recognition from the motherboard (lights, etc).

Not that it makes any sense to turn on machine without CPU ...
but if all that you want is to check fans, did you connected 24 pin plug to motherboard?

if everything else is plugged into the motherboard then it will spinup when you turn it on. obviously it will not boot

Yes, I did.

Yeah, it should; but I can't get it to....

Then it is possible you have hardware problem, either with PSU or motherboard. Don't worry about PWRLED connector, you don't need it to make it run.
