Can The Following PC Run GTA 5?

Processor --> AMD FX 4300 3.8 GHz
Ram --> 4 GB DDR3
GPU -->nVidia Geforce GT 630 2GB Synergy Edition
HDD --> 1TB Seagate Barracuda

Can I Play It Smoothly , If Yes On Which Settings?

I Will Be Playing At 1366 X 768 Resoultion But Can Go Down To 1024 X 768.

You should be able to play it with like 40 fps i think on the lowest settings @1368x768.
If this doesnt work properly you can still go down to 1024x768 as you said and this should do the job.

Your ram will be an issue. You will not have a great experience with that setup. GTA is a ressource hog, but maybe at extremely low settings, but as I said, ram is an issue.

Windows will gobble up the 4 in seconds.

Still lowest since RAM dont increase performance. First GPU then CPU the rest just has to work properly and have enough resources. Your GPU isnt made for gaming so thats the limiting factor.
