Can the game disc be repaired

My FC3 game disc 1 seems like it lost some reflective layer at the outside edge. Can this be repaired?

If it is still fully usable I would copy the disc instantly. If the reflective layer is peeling off it will be unusable very soon.

When installing the game it stops at a certain point and it seems one of the .cab files were corrupted. But if the game files are in the installation directory it installs fine. The problem is that the game folder is on my inaccessible hdd so I can't copy it. Is there any method to physically repair the disc, even if just for 1 install?
