can the ps4 pro play 4k at 60fps

can the ps4 pro play any game at 4k between 50fps to 60fps or is it just a gimmic

No.
Most game will be locked at 30 fps as they have always been.

Some games tho, like MGSV or NIOH are optimized to run much better than others.

But as a general rule, only 30 fps.

At true 4k it does not have a game that can hold 60 fps. In fake checkerboard 4k it has a couple (with obvious framedrops) mostly older games or smaller area games then/less graphics intensive.

The ps4 pro is more so for the 1080p around 60fps mark than 4k.

Except for some 2d platformers and old games it is either using checkerboard rendering, upscaling or dynamic resolution scaling.

A 1070 can run gta V 4k high settings and stay at the 60fps mark. If you want ultra then of course you need a 1080ti.
