can the sapphire r9 270x toxic do 3-way and 4-way crossfire?

as the title says i read sapphire's website and it looked as if it might but i didn't think the r9 270x could do that

only 3 way. But it would be more efficient to get one 290 or 280X

Yes you could but you will run at the lowest speed of the cards.

As I said before, much more efficient to buy a 780 or 290 as it is the best.

As the others have said it is better off getting a powerful single-GPU if you feel the need to upgrade. The R9 270X is capable of running every game ever at max/very high settings at 1080p anyway.
