The A is just part of MSI's model numbering. Z170 is the chipset and yes technically all Z170 boards are capable of OCing though it is best to OC only using a quality motherboard.
All Z170 chipset motherboards should have the necessary features to overclock -K CPUs. I don't recall if MSI has an automated tool to do so, if that's what you're asking.
Yes it can OC using the base-clock and multiplier on a k-series skylake CPU and it can OC using the base-clock on a non-k series skylake CPU. The board is only compatible with skylake CPUs. And it is a pretty good board for overclocking.
